Are the salaries disbursed to those appointed to the municipality for the period from 2019 until they commenced work in 2022 considered permissible (halal) or forbidden (haram)?

However, the employees are entitled to salaries for the period from their appointment in 2019 until they started working in 2022, because a private employee is entitled to wages even if he does not work, as long as he has not refused to work. Officials must preserve public funds and not disburse them except to those who are entitled to them.
