Is it permissible to pay off the debt of a distressed neighbor from Zakat, and inform him of that, or must he be given the money for him to dispose of it?

There is no harm in giving zakat to a deserving neighbor. However, paying off his debt is not permissible without his permission. The obligation is to give him the zakat, and he has the choice in how to dispose of it.
