Is there a sin upon a female student for taking a personal photo and submitting it to one of the male students (the head of the parliament) before she observed hijab?

The basic principle regarding women's pictures is that it is forbidden to see or publish them. Therefore, it is not permissible for a woman to give her picture to someone who is not lawful for her to see, without a genuine need. If this need does not exist, then she has sinned, and she must repent, seek forgiveness, and strive to retrieve the picture if possible.
