Is it true that angels constantly raise supplications to Allah Almighty, except during the last third of the night when Allah Almighty descends to the lowest heaven?

We do not know of any evidence that proves angels raise supplications to Allah at all times, except for the last third of the night. And the descent of the Lord, blessed and exalted be He, to the lowest heaven is true.
