Is it obligatory for an Englishman or Frenchman who converts to Islam to change his name in official documents to an Arabic Islamic name?

Changing the name of a disbeliever (kafir) after their conversion to Islam is based on Fatwa No. 40251. This includes changing it in official documents, such as the identity card; otherwise, it remains a superficial change, because interactions with the person are conducted through these documents.
