Why do contemporary Islamic scholars not agree on prohibiting smoking, citing the Quran and Sunnah, and blocking pretexts for those who only consider it reprehensible?

Muslim scholars are almost unanimous regarding the prohibition of smoking, based on religious texts such as the Almighty's saying: "They ask you, 'What has been made lawful for them?' Say, 'All good things have been made lawful for you,'" and His saying in describing the Prophet: "He makes lawful for them the good things and prohibits for them the evil," and the Prophet's (peace be upon him) saying: "There shall be no harm or reciprocating harm." The harm and evil of smoking have been proven.
