Is the wife entitled to seek a divorce after 23 years of marriage on the grounds that the husband is not romantic, that she has been unable to change him, and that she feels she is still young while he does not feel the same?

A husband's mere weakness in expressing his emotional feelings does not justify seeking a divorce, because a woman is forbidden from asking for it without justification, and she is severely warned against it. In the Hadith: "Any woman who asks her husband for divorce without any [justifiable] cause, the scent of Paradise will be forbidden to her." Scholars have interpreted "without any [justifiable] cause" as meaning without hardship or harm that would justify it. Therefore, the wife should fear Allah and live with her husband in kindness.
