Is it permissible to wipe over the leather socks (khuffayn) or over the feet due to a wound that prevents washing them with water?

If you are harmed by washing a wound, wipe directly over it. If you are still harmed, place a bandage over it and wipe over it. You may also wipe over your khuffs (leather socks) under the conditions explained in Fatwa (definition) no. 32484. The difference between wiping over khuffs and a splint (jabirah) is that wiping over khuffs is not permissible for ghusl (definition) (full ritual bath), is time-bound, and requires ritual purity when putting them on to be valid. Whereas wiping over a splint is not time-bound, is permissible if it was placed while in a state of impurity, and it is obligatory to wipe over its entire surface.
