The answer

If you are harmed by washing a wound, wipe directly over it. If you are still harmed, place a bandage over it and wipe over it. You may also wipe over your khuffs (leather socks) under the conditions explained in no. 32484. The difference between wiping over khuffs and a splint (jabirah) is that wiping over khuffs is not permissible for (full ritual bath), is time-bound, and requires ritual purity when putting them on to be valid. Whereas wiping over a splint is not time-bound, is permissible if it was placed while in a state of impurity, and it is obligatory to wipe over its entire surface.
