Does the Hadith "That which intoxicates in large quantities is unlawful in small quantities" apply to substances in which alcohol naturally forms, if the amount of alcohol in them could reach the point of intoxication when large quantities are consumed, taking into consideration a person's ability to drink such quantities?

The Messenger of Allah, peace and blessings be upon him, said: "Every intoxicant is unlawful, and whatever intoxicates in a large amount, a small amount of it is unlawful." This means that the prohibition encompasses all parts of the intoxicating drink, and the criterion is the presence of intoxicating power in the substance, even if in large quantities. So, if a substance intoxicates a person, it is unlawful for everyone, even if it does not intoxicate them.
