Is it possible for a Muslim to avoid all prohibitions without returning to them, and does this contradict the fact that infallibility is only for prophets?

Absolute infallibility from sins is only granted to prophets, by consensus of scholars. All other believers vary in their avoidance of grave sins and, to the best of their ability, minor sins.
