Is a boy 14 years and four months old considered a mahram with whom it is permissible to travel?

The prevalent opinion among scholars is that a mahram must be an adult and of sound mind. Therefore, if the boy has reached puberty through seminal emission or the growth of pubic hair, it is permissible for him to be a mahram for a woman; otherwise, it is not.
