Is it permissible for a girl to delay wearing the headscarf (khimar) until after marriage, and to wear it to please her suitor rather than purely for the sake of Allah, especially in a society where harassment is prevalent?

The issue of uncovering the face and hands is a matter of scholarly disagreement. It is more pious to cover them, especially if the woman fears fitna. All actions must be purely for the sake of Allah the Almighty, and you must make your intention sincere in calling her, ensuring it is not solely driven by jealousy. Strive to guide her and convince her of the precaution in the matter of hijab. It is essential to convince her not to go out to places of mixing and fitna, as women are commanded to remain in their homes except when necessary, and she is permitted to go out for necessities. The greatest way to soften hearts is to admonish people with the words of Allah and His Messenger. Therefore, encourage her to engage with them through recitation, study, listening, and contemplation.
