Is a resident of Riyadh who performs Umrah between Eid al-Fitr and Eid al-Adha considered a Mutamatti' when entering Makkah to perform Hajj, and is he required to offer a sacrifice (dam) if he did not exit the state of ihram from the Umrah from Al-Sail Al-Kabeer or Masjid Al-Tan'eem?

The fatwa states that whoever performs Umrah during the months of Hajj and then travels back to their country is not required to offer a sacrifice (hady) if they then perform Hajj as if it were an individual (iftarad) act in the same year, because they are neither a mutamatti' (one performing Umrah and Hajj with a break in between) nor a qarin (one combining Umrah and Hajj). They must assume ihram for Hajj from the miqat of their country, and it is not permissible for them to delay assuming ihram until Tan'im. If the person who performed Umrah travels back to their country and then returns in a state of ihram for Hajj, their enjoyment (tamattu') is severed. However, if they return in a state of ihram for a second Umrah, they become a mutamatti' by virtue of this second Umrah, not the first. Masjid al-Tan'im is Masjid Aisha.
