Is zakat obligatory on barren land that cannot be cultivated or built upon, or sold as buildings due to military laws that prohibit construction on barren lands adjacent to agricultural lands?

The aforementioned land is not subject to Zakat (definition). Rather, Zakat becomes due on its price if it is sold and a year has passed from the day of its possession. This is the view of the majority of scholars and the fatwa (definition) acted upon. Some scholars are of the opinion that the Zakat year begins from the time the intention to sell it is made.
