What are the legitimate Islamic controls for a husband and wife to go out to crowded public parks, while sitting in an independent spot?

There is no impediment to the wife going out to public gardens and similar places if she maintains her legal hijab, and if both spouses avoid forbidden acts, lower their gaze, and enjoin good and forbid evil to the best of their ability.
