Are the sums of money spent on family members accepted as charity, or are they obligatory upon the provider?

You are not obligated to spend on your aforementioned siblings. What you spend on them is considered an accepted charity, Allah willing. Allah the Almighty has encouraged spending and promised great reward for it, as He says: "And whatever good you put forth for yourselves - you will find it with Allah; it is better and greater in reward."
