A Muslim must have a good intention when borrowing people's money. Whoever intends to repay his debt and then dies, Allah is his guardian. But whoever does not intend to repay it, his good deeds will be taken from him on the Day of Judgment. The hadith indicates the obligation to repay a debt for one who has money. As for one who dies owing a debt and leaves no money, the ruler (wali al-amr) pays it on his behalf from the treasury of the Muslims (Bayt al-Mal).
