Is it permissible to sell used clothes collected for the poor and buy blankets with the money?

The agent acts within the limits of the authorization. If the donors did not stipulate that the clothes be delivered to the poor exactly as they are, then it is permissible to sell them and purchase what is more suitable for the poor.
