What is the ruling on touching the penis outside of ablution, and what is the treatment for inflammation of its foreskin?

Touching the penis is not forbidden, but scholars have differed regarding the ruling on touching it with the right hand when not relieving oneself, oscillating between disliking it (makrooh) and permitting it. Some confined the prohibition of touching the penis with the right hand to the act of urination, while others took the prohibition as absolute. Sheikh al-Islam Ibn Taymiyyah and Ibn Hazm chose to consider touching the penis with the right hand as absolutely forbidden, except out of necessity. Refraining from touching the penis with the right hand altogether is a precaution, a way to avoid disagreement, and adherence to the etiquette transmitted from the predecessors. As for touching it with the left hand, it is permissible, unless it is for the purpose of arousing desire and pleasure, in which case it falls under the category of forbidden masturbation.
