What is the ruling on masturbation and on a man touching his penis or a woman touching her private parts, with or without desire? Is the one who does so sinful if he relies on the statement of Ibn Hazm in (Al-Muhalla) that it is permissible and not forbidden, based on Allah's saying: "And He has explained to you in detail what He has forbidden to you," and "He it is Who created for you all that is on earth," despite his dislike of it because it is not from noble morals?
