What is the ruling of the Sharia on prosecuting a young man who committed indecency with a girl in an apartment borrowed from him?

It is not permissible to accuse a person of disobedience or a major sin unless there is evidence or an admission from him, as long as he is not openly committing it. It is better to conceal the non-open transgressor and not report him to the judge, while preventing him from repeating the act.
