What is the ruling on a woman's prayer when she is led by another woman who is wearing a transparent head covering through which her black hair is visible, and is she required to repeat the prayer if she realizes this after finishing it?

A woman's imamate for women is permissible. A woman's hair is considered 'awrah (private parts) in prayer, and it must be covered with something that prevents its color from being seen in a normal conversational setting. If a black headscarf does not usually conceal the color of the hair in a normal conversational setting, then it is not sufficient for covering. The worshipper must alert the woman who is not properly covered, and it is not permissible to pray behind her in the future in this situation. As for previous prayers performed behind her out of ignorance or forgetfulness, they are valid according to many scholars.
