It is permissible, according to the Hanafi jurists, to combine intentions for all supererogatory prayers without restriction. So, if a person intends two supererogatory prayers, they will suffice for both, such as one who intends with the two rak'ahs of Fajr prayer both the salutation to the mosque (تحية المسجد) and the Sunnah prayer.

Therefore, it is permissible for a Hanafi and others to pray two rak'ahs intending both the Dhuha prayer and the Hajat prayer (prayer of need), because the Hajat prayer is a non-specific supererogatory prayer, making it permissible to combine its intention with the intention of other supererogatory prayers.
