Is the money received by employees close to the manager, through financial grants from the institution's budget, halal or haram?

If the budget is to be distributed equally among all employees according to the institution's regulations, then the manager's favoritism towards some over others is forbidden and unjust. Justice dictates that the money be divided equally among them. If the money is not sufficient for everyone, then a lottery should be conducted among them to distinguish the deserving recipients. If a lottery is not held and an employee fears losing their right, it is permissible for them to take what they are entitled to, even if others are deprived. However, if they are not entitled to it, it is not permissible for them to take it.
