Does the frozen, milk-like whiteness on a person's chest prevent ghusl, and what is the ruling on removing it before ghusl if its appearance is recurrent?

Everything that prevents water from reaching the skin must be removed, except for what causes pain or harm, such as a splint. As for a small, solidified substance that is not visible except upon close inspection, such as a tiny drop of milk on a woman's nipple, it is excused, similar to minor dirt under the fingernail or in the cracks of the feet. "Matālib Ulī An-Nuhā" states that minor dirt under the fingernail and similar substances do not cause harm. Ibn Taymiyyah extended this ruling to include any small amount of substance that prevents water from reaching the skin, such as blood or dough, by analogy with what is under the fingernail. This also includes cracks in the limbs.
