Surat al-Baqarah was named so because of the story of Moses, peace be upon him, with his people concerning the slain person whose killer was unknown. Allah commanded them to slaughter a cow, and they were pedantic in their requests for its characteristics, so Allah was strict with them. The beginning of the story is in the words of Allah Almighty: "And [recall] when Moses said to his people, 'Indeed, Allah commands you to slaughter a cow.'"
