Is it permissible to create a website that allows downloading from file-sharing sites for a lower monthly subscription, knowing that some of these sites prohibit account sharing?

It is permissible for someone who has an account on download sites to share it with others, either for free or for a fee, unless the site explicitly prohibits it, because the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." However, if the site stipulates a prohibition on sharing, then it is obligatory to adhere to it, due to the crowding and pressure on the site and the slowing down of its operation that results from sharing.
