Is it permissible to pay zakat to cover the expenses of a husband's 'umrah, knowing that his income is limited and he cannot cover the costs?

It is forbidden to deal with usurious banks. One must withdraw money from them and give the forbidden usurious gains as charity. It is not permissible to give Zakat money to a husband for him to perform Umrah, because Zakat has specific recipients as stated in the verse: "Indeed, [ prescribed ] charities are only for the poor and the needy..." (Quran 9:60). Hajj and Umrah are not among these recipients according to the majority of scholars.
