There is no شرعًا (Islamically) a barrier to creating gardens within the mosque's courtyard, provided that this does not restrict the prayer area, nor diminish the khushu' (devotion) of the worshippers. As long as the mentioned drawing does not represent a cross, there is no harm, and if it is possible to change it, that would be good. As for the ruling on subscribing to social security, the answer has already been provided in fatwas numbered 35145 and 37457.
