If these rules and conditions are met, then it is a legitimate fatwa that must be accepted and acted upon. If they are not met, then it is not a legitimate fatwa, and it is impermissible to act upon it. The one who issues such a fatwa is speaking falsely against Allah without knowledge and falls under the threat mentioned in His (the Most High) saying: (And do not say about what your tongues falsely describe, "This is lawful and this is unlawful," to invent falsehood against Allah. Indeed, those who invent falsehood against Allah will not succeed.)
