Who is the Companion about whom Umar ibn al-Khattab (may Allah be pleased with him) said, "Allah has perfected your physical form, so perfect your character," and who was nicknamed "the Yusuf of this Ummah" due to his immense beauty?

The Companion is Jarir ibn Abdullah al-Bajali. The Prophet, peace and blessings be upon him, said to him: "Verily, you are a man whose outward form Allah has perfected, so perfect your inward form (character)." Umar ibn al-Khattab nicknamed him "Yusuf of this Ummah."
