Is it obligatory for the groom to recite the Takbir and read supplications over the bride on the wedding night, and likewise, upon the birth of a newborn?

It is sunnah for a man on his wedding night to take his wife's forelock and say: "O Allah, I ask You for the good of her, and the good of what You have instilled in her, and I seek refuge in You from her evil, and the evil of what You have instilled in her." Then, they pray two rak'ahs together as a congregation. None of this is obligatory; rather, it is recommended. It is not from the Sunnah to pronounce the takbir on that night.
