What is the ruling of Islamic law on paying a sum of money to an employee to facilitate military service near one's place of residence in order to reduce expenses?

If you pay money to avert harm that would befall you from a service far from your home, and the recipient does not accept it without compensation, then there is no harm in it. It is a permissible bribe, and the sin falls upon the recipient.
