Does the Hadith, "Whoever among you sees an evil, let him change it with his hand..." imply beginning the change directly with one's hand, even if it were possible to change it with one's tongue?

Changing evil has progressive stages, beginning with drawing attention and reminding, then admonishing and warning, then rebuking and reprimanding, then changing with the hand, then inflicting punishment and deterrence, and finally seeking redress and referring the matter to the ruler.
