Is it permissible to take a university grant without the intention of studying, in order to cover marriage expenses, knowing there is an urgent need and hesitation regarding its permissibility?

If the granting institution has specified that the scholarship is for study only, then it is not permissible to fraudulently obtain it by feigning a desire to study while intending not to, as this is deceit, fraud, and a violation of the conditions. The Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." Furthermore, cunning and deception are among the grave sins.
