What is the ruling on a woman's statement, "What's inside the head is more important than what's on top of it," when asked to wear the hijab?

"What's inside the head is more important than what's on top of it" is a truthful statement used for a wrongful purpose. For religious laws have ranks, and some are more important than others, but it is not permissible for this to be an excuse to reject the lesser. Rather, both must be combined, for reforming the outward is an expression of reforming the inward, as the Prophet, peace and blessings be upon him, said: "Indeed, there is a piece of flesh in the body, if it is sound, the whole body is sound, and if it is corrupt, the whole body is corrupt. Indeed, it is the heart."
