Is it permissible to use images from a question bank, which were photographed without the owners' consent, in preparation for the American Board Exam after the subscription period has ended?

It appears that the reason for prohibiting the photographing of exam questions is that they are the very foundation of the exam, and photographing and publishing them defeats the purpose of the exam. Therefore, it is not permissible to use photographed questions without permission.
