The meaning of Allah's saying: (The angels and the Spirit descend therein by permission of their Lord for every matter) is that the angels descend on the Night of Decree with every matter that Allah has ordained for that year. This aligns with His saying: (Therein is made distinct every wise affair). There is no contradiction between the verse and the cessation of revelation, which is confirmed by the of Anas in Muslim.
