Are water bills and sanitation services for waste considered debts upon the deceased for which he will be held accountable in his grave?

Utility bill debts (water, electricity, waste collection) are like all other debts and must be paid. If the debtor dies before paying them and leaves behind wealth, the debts must be paid from his estate before it is divided among the heirs, because debt takes precedence over the heirs' right. If his estate is not sufficient, but he was sincere in his intention, then it is hoped that he will not be held accountable, and Allah will pay off his debt on his behalf.
