Is the trade of smuggled medicines and medical products between pharmacies forbidden (haram)?

The state is not permitted to prohibit the entry of specific goods into the country except for a valid reason, nor to impose taxes on their entry except out of necessity. Smuggling is permissible as an escape from taxes and prohibitions if they are unlawful, provided no harm results from it. Similarly, buying and selling smuggled goods is permissible if the state’s prohibition or imposition of taxes is unlawful.
