What is the ruling on a woman in ihram covering her face with a veil tied at the top of her head and draped over it, or with a Kuwaiti hijab to which a piece of cloth has been added to cover the face?

A woman in the state of ihram is prohibited from wearing the niqab and burqa because they are tailored to fit the face, as stated in the Prophet's (peace and blessings be upon him) hadith: "The woman in ihram should not wear a niqab nor gloves."

If a woman needs to cover her face when men pass by, she should let her garment fall from above her head over her face, as it was narrated that Aisha (may Allah be pleased with her) used to do this.

Therefore, there is no harm for a woman to use a headscarf that she wraps around her head, ties from the top, and lets fall over her face when non-mahram men are present. This also applies to what some call a "Kuwaiti hijab," which is a piece of cloth that falls from the top of the head over the face, covering it. This is because what is forbidden is that which is tailored to fit the face precisely. A woman wearing this type of hijab is not described as a "muntaniqabah" (one who wears a niqab), as the niqab is what reveals the eyes and their sockets.
