It has been previously affirmed that it is obligatory to withdraw savings from prohibited investments (such as usurious banks), and obligatory to dispose of prohibited earnings by giving them as charity to the poor or spending them on Muslim public interests. The poverty of your brother and his children does not permit keeping the savings nor does it exempt you from withdrawing them. However, it is permissible for you to spend on them from the prohibited earnings, because they are poor and in need, and they are the most deserving recipients of charity. Also, the owner of prohibited wealth may take from it what suffices his need if he is poor. As for the on money saved in the mandatory savings system, its zakat becomes obligatory if it reaches the (minimum threshold) and a hawl (full lunar year) passes over it.
