What is the ruling on selling academic or literary research papers and reports, with the caveat that they are for review and not for personal use? And is this sale permissible or forbidden?

It is impermissible to cooperate with someone who intends to cheat and falsify by taking pre-prepared research papers and attributing their preparation and writing to themselves, based on the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression," and the Prophet's (peace be upon him) saying: "He who cheats is not one of us," and "He who claims to have something he was not given is like one who wears two garments of falsehood." This is forbidden, so it is not permissible to do it or to cooperate with its doer.

As for selling pre-prepared research papers to someone whom it is highly probable will use them for cheating, it is impermissible. However, if one does not know that about them, there is no harm in selling them so that they may benefit from them in what is permissible. Nevertheless, closing that door entirely is preferable, due to the large number of people who use such pre-prepared research for what is forbidden.
