What are the limits of the deceased husband's brother's duties towards his deceased brother's children and wife, and must the deceased's wife seek his permission to go out?

The deceased brother's wife is not required to seek permission from his brother when she goes out for her needs. Rather, she should only go out for her needs, while observing the Sharia guidelines such as covering herself and avoiding free mixing. If she is in her iddah (waiting period), she must return to sleep in her home. The husband's brother is not obligated to do anything for his brother's wife and children, unless they are young and have no wealth; in which case, their maintenance might become obligatory upon him if there is no one more entitled to provide for them. He should, however, care for them and maintain kinship ties with them.
