Which is better: performing Hajj on behalf of one's father or contributing to the construction of a mosque?

If there is an urgent need to build a mosque, then spending the expense of a voluntary Hajj on building the mosque is more优先, due to its great and continuous benefit. However, if there is no urgent need, then performing a voluntary Hajj on behalf of one's parents is better, provided that Hajj is performed for each of them separately.
