There is no Zakat on lands designated for construction or rent. Zakat is obligatory on lands designated for sale by appraising their value at the end of the year and giving 2.5% of their value. A house under construction has no Zakat on it unless it is designated for sale, in which case it is appraised, and its Zakat is paid upon sale. However, if it is for living in or renting out, there is no Zakat on it. It is not permissible to complete the construction of a mosque from Zakat funds, due to the limited categories of Zakat expenditure to the eight categories mentioned in the Quran, which do not include the construction of mosques.
