He must authorize a supervised restaurant that adheres to health and safety conditions and prevent students from buying from street vendors who do not comply with these standards, as this constitutes betrayal and dereliction of duty.
The matter of the restaurant should be left to competition based on competence. It is not permissible for the principal to share profits with the restaurant owner or take anything from him, as this is a forbidden bribe.
As for exempting the restaurant owner from electricity and water bills, this is not permissible unless it is authorized; otherwise, it is a betrayal.
