It is not permissible to reveal any 'awrah (intimate parts), neither directly nor in pictures, even if the face is blurred in the picture. This is because of the picture's effect on the viewer's psyche, stimulating desires and exposing temptations. The consideration is for the ordinary, natural person. Therefore, it is not permissible to publish pictures of a woman's hair or display clothes, even if the face is blurred.
