What is the ruling on performing Hajj by means of collecting money through a lottery for one person, and what are the implications for the heirs if one of them dies?

If a group agrees to collect money to cover the expenses of one person's Hajj, and then determine the winner by lottery, whether this occurs once or multiple separate times with the possibility of previous winners or non-participants joining, then this is a form of prohibited maysir (gambling). However, if the goal is for all of them to perform Hajj, and the lottery is only to arrange their turns, then this is permissible. In the event of one participant's death before their turn ends, if they had already benefited, the amount should be returned from their inheritance. If they had not benefited, their heirs should be reimbursed what they had given to others.
