Is it permissible for a person to register for the Hajj lottery with the intention of giving up their share to their mother?

Allah has obligated Hajj upon those who are able. If Hajj can only be performed through a lottery (qur'ah), then it is permissible to ensure justice and soothe hearts. However, registering several people in the lottery to guarantee one person's victory is not just; rather, it contravenes the purpose of the lottery in achieving equality of opportunity. Therefore, we deem it impermissible. As for the woman whose name was not drawn in the lottery and who has exerted all her effort, there is no blame upon her, for Allah does not burden a soul beyond its capacity.
